The Broadcom/VMware licensing example perfectly captures why geographic headquarters don't equal digital sovereignty when the entire software stack is foriegn. Your point about EuroStack's definition being too restrictive is spot on because it would exclude many companies that are functionally European but structured in the US for funding reasons. The certification burden you describe is exactly what kills innovation by forcing startups to spend resources on paperwork instead of building better products. Building something the world wants to buy is the only real path forward, not protectionist frameworks that create isolated markets.
